League of Legends Patch 13.18 Notes: New Changes, Release Date, and More

Another League of Legends Patch is coming as 13.18 will introduce Briar in the game.

Riot is constantly coming up with updates to League of Legends. There was a lot of information dump in the past few days, with Riot talking about a lot of things. Arena and Nexus Blitz will return soon, and we finally got a look at Briar. The Preseason is also undergoing a lot of changes with Ranked, Mythic Items, and more.

For now, we are only getting the patches before Worlds 2023. Patch 13.17 came out with many changes, some major ones for Blitzcrank, Naafiri, etc. Also, there were items and system changes to try and balance the game. Riot Phroxzon said that most of the stuff landed well while some outliers were found.

With the Worlds 2023 patch on the horizon, Riot is doing their best to balance the game for the competitive environment. Patch 13.18 is the second last patch before the Worlds patch, as Riot will be doing some fine-tuning this patch, including the release of Briar.

Here is what we know so far.

Release Date

League of Legends Patch 13.18 is expected to be released on Wednesday, September 13, 2023.

LoL Patch 13.18 release time and server maintenance:

  • NA: 3:00 AM PT
  • EUW: 5:00 UK time
  • EUNE: 3:00 CET

LoL Patch 13.18

This is a smaller patch, barring the Briar release. According to Riot Phroxzon, the last patch ended up nicely, and Riot is happy with the meta. So here are all the things coming in Patch 13.18

New Champion: Briar

In the past few days, we have had a lot of stuff revealed about Briar. Her Abilities, Splash Art, and such have been revealed. Also, she is getting Street Demon Briar alongside the release of the champion.

The important stuff to know about Briar is that all her abilities have a health cost, and she has no Health Regeneration. All of it comes from her Passive and other abilities in terms of sustain. Thus, here is what we know so far about Briar.

Base Stats

  • Health: 590.
  • Health Growth: 100 per level.
  • Health Regeneration: 0.
  • Attack Damage: 60.
  • Attack Damage Growth: 3 per level.
  • Armor: 32.
  • Armor Growth: 4.2 per level.
  • Magic Resist: 32.
  • Magic Resist Growth: 2.05 per level.
  • Movement Speed: 340.
  • Attack range: 125.
  • Attack Speed: 0.644.
  • Attack Speed Ratio: 0.644.
  • Attack Speed Growth: 0.025 per level.

Passive – Crimson Curse:

Briar’s Attacks and Abilities apply a bleed for 5 seconds, stacking up to 9 times. The damage dealt by the bleed is a minimum of [10 – 50 (based on level) (+50% bonus AD)] physical damage up to [30 – 150 (based on level) (+150% bonus AD)] physical damage based on stacks. She also Heals for 25% of the pre-mitigation damage dealt by the bleed.

Briar gains up to 50% increased Healing based on Missing Health. She has no Health Regeneration, and all Abilities cost 6% of her Health to cast.

Note: Briar Heals for 100% of remaining bleed damage if any bleeding enemy dies.

Q – Head Rush:

Briar leaps to a target, Stunning them for 0.85 seconds, dealing [(60/100/140/180/220) (+80% bonus damage)] physical damage, reducing (10/14/18/22/26%) Armor Reduction for 5 seconds.

  • Cooldown: 13/12/11/10/9 seconds.
  • Cost: 6% of current Health.

Note: Briar will stop prioritizing champions if she casts this Ability on a minion or monster during Blood Frenzy.

W – Blood Frenzy/Snack Attack:

Briar leaps and enters Blood Frenzy, self-taunting the nearest enemy for 5 seconds. This prioritizes champions. While Blood Frenzy is active, Briar gains (60/75/90/105/120%) Attack Speed and (24/33/42/51/60%) Movement Speed, and her attacks deal (60/70/80/90/100%) physical damage as splash damage around her target.

The ability can be recast to empower her next attack. This empowered attack deals [(5/20/35/50/65) (+105% Attack Damage)] + [10% (+0.04% bonus AD)] Missing Health Physical Damage and heals Briar for (35/42.5/50/57.5/65%) of the damage dealt.

  • Cooldown: 14/13/12/11/10 seconds.
  • Cost: 6% of current Health.

Note: The Bite deals 20% increased damage to minions and monsters (Max 500 Missing Health Damage).

E – Chilling Scream:

Begin Charging: Briar removed Blood Frenzy and gathers energy, gaining 35% damage reduction and restoring (10/11.5/13/14.5/16%) Health over 1 second.

Release: Briar unleashes a scream that deals up to [(80/115/150/185/220) (+100% bonus AD) (+100% AP) magic damage based on time charged and Slows by 80% for 0.5 seconds. When fully charged, the scream Knocks Back enemies, dealing [(140/215/290/364/440) (+240% bonus AD) (+240% AP)] magic damage to those who hit a wall and Stuns them for 1.5 seconds.

  • Cooldown: 18 seconds.
  • Cost: 6% of current Health.

R – Certain Death:

Briar kicks her pillory’s hemolith gemstone and flies to the location of the first champion it hits, marking them as her prey. On landing, she deals [(150/325/500) (+110% AP) (110% bonus AD)] physical damage to everything nearby and causes enemies who are not her prey to Flee for 1.5 seconds. She enters an empowered Blood Frenzy and will pursue her prey until death. During this time, she gains (20% AD) Armor and Magic Resist, (10/15/20%) Lifesteal, and an additional (10/20/30%) Movement Speed.

  • Cooldown: 120/100/80 seconds.
  • Cost: 6% of current Health.

Note: When the hemolith hits, it interrupts channeling abilities. Briar has True Sight of her prey.

Champion Buffs

There are five buffs coming after the Jhin buff was pulled from the early patch preview. Gwen is getting a jungle buff, and Senna is getting some Crit focused buffs. As for the rest, Irelia, Kennen, and Thresh are getting some changes. Here is the list of buffs coming in Patch 13.18.

Irelia

It’s a small buff for Irelia as her R – Vanguard’s Edge is getting a pretty nice cooldown decrease.

  • R – Vanguard’s Edge:
    • Cooldown: 140/120/100 seconds >>> 125/105/85 seconds.

Gwen

Riot has decided to buff Gwen for the jungle. Hence, she is getting more Health scaling and will deal more damage to Monsters.

  • Base Stats:
    • Health Growth: 109 per level >>> 115 per level.
    • Monster Damage Cap: 6 (+10% AP) >>> 10 (+15% AP).

Kennen

More utility changes for Kennen as he is getting more resources and power to pull off the flanks that he can do with R – Slicing Maelstrom.

  • E – Lightning Rush:
    • Energy Cost: 100/95/90/85/80 >>> 80.
  • R – Slicing Maelstrom:
    • Cooldown: 120 seconds >>> 120/100/80 seconds.

Senna

Senna’s overall Critical Strike Damage is increasing while her W – Last Embrace will proc her Passive via the AoE. This could potentially bring back Senna to Elite Play.

  • Base Stats:
    • Critical Strike Damage: 91.5% >>> 100%.
  • W – Last Embrace:
    • AoE hits will now proc Passive – Absolution.

Thresh

With Worlds approaching, Thresh is getting a buff. This time, it is to his W – Dark Passage so that more protection is granted based on how many souls have been collected.

  • W – Dark Passage:
    • Shield Strength: 50/70/90/110/130 (+1.5 per Soul collected) >>> 50/70/90/110/130 (+2 per Soul collected).

Champion Nerfs

Like the buffs, there are also five nerfs coming in Patch 13.18 as the Zeri nerfs were pulled. Jarvan IV, Tryndamere, and Kayn nerfs are due to the last patch as the first two got too strong and Goredrinker buff made Rhaast pretty great. Meanwhile, Xayah and Rell, which are Pro Play mainstays, are getting nerfed. Here are all the nerfs.

Jarvan IV

Riot explained the thought process with Jarvan IV being nerfed after the buffs to Spear of Shojin and Goredrinker. They monitored the champion and have identified that Jarvan has too much damage while not sacrificing durability. So his Passive is taking a hit by dealing less damage based on Health.

  • Passive – Martial Cadence:
    • Health Damage: 8% of target’s Current Health >>> 6% of target’s Current Health.

Kayn

Nerfs in the past to Rhaast were negated by the recent Goredrinker buffs. So, his healing is now going to be static while his R – Umbral Trespass will deal less damage based on AD.

  • Passive – The Darkin Scythe:
    • Darkin Bonus (Rhaast):
      • Healing: 20% – 30% based on level >>> 25%.
  • R – Umbral Trespass:
    • Darkin Bonus (Rhaast):
      • Physical Damage: 15% (+13% per 100 AD) of target’s Maximum Health >>> 15% (+10% per 100 AD) of target’s Maximum Health.

Rell

The Iron Maiden has been a powerhouse in Elite Play since her rework. Being flexed as a Jungler and Support made her extremely strong. Since then Riot has made many a changes to Rell in order to balance the champion. This time around, her bonus movement speed is taking a hit from her E – Full Tilt.

  • E – Full Tilt:
    • Active:
      • Bonus Movement Speed: 15/17.5/20/22.5/25% >>> 12/14/16/18/20%.

Tryndamere

Here we go again after the huge Tryndamere changes last patch. In Riot’s words, +50 range was a huge buff but they did not expect it to be this much. So Riot will try to balance him around the extra range. Since Tryndamere is described as a “statchecky/binary champion”, a lot of what he does is based on auto-attacking.

In Patch 13.17, they took away some AD but it was not enough. So Riot is taking away more AD and Health scaling to change the power dynamic. Riot hopes that the new Tryndamere with more range will be less frustrating do deal with after the nerfs.

  • Base Stats:
    • Attack Damage: 68 >>> 66.
    • Health Growth: 115 per level >>> 108 per level.

Xayah

According to Riot, she is very stable in Pro Play but she is still too reliable. So Riot is nerfing her initial Health and putting more of a cost to her E – Bladecaller.

  • Base Stats:
    • Health: 660 >>> 630.
    • Health Growth: 102 per level >>> 107 per level.
  • E – Bladecaller:
    • Cooldown: 11/10.5/10/9.5/9 seconds >>> 13/12/11/10/9 seconds.

Champion Adjustments

The only Champion Adjustment in Bard.

Bard

Bard has been added to the full Patch Preview, as there are a ton of changes coming for the champion. He is getting more Out of Combat Movement Speed, a higher stack duration on his passive. There are some other changes that limit his ability, like adding Ammo to his Shrines but decreasing the movement speed boost from consuming a shrine.

  • Passive – Traveler’s Call:
    • Out of Combat Movement Speed Stacks: up to 5 times >>> up to 10 times.
    • Stack Duration: 7 seconds >>> 20 seconds.
  • W – Caretaker’s Shrine:
    • Now uses Ammo (maximum 2).
    • Ammo Charge Time/Cooldown: 14 seconds >>> 18 seconds.
    • Shrine Charge Time: 10 seconds >>> 5 seconds.
    • Bonus Movement Speed: 30% decaying over 1.5 seconds >>> 20/22.5/25/27.5/30% (+0.05% AP) decaying over 1.5 seconds.

System Buffs

The only buffs coming to Systems is an Item buff to Stormrazor.

Stormrazor

This will simply be a small AD buff to Stormrazor.

  • Attack Damage: 50 >>> 55.

System Nerfs

Spear of Shojin is the only nerfs coming, as it has been a bit too strong.

The opposite of Stormrazor is happening to Spear of Shojin, as the item will get a small AD nerf.

  • Attack Damage: 60 >>> 55.

System Adjustments

Some adjustments are coming to Crown of the Shattered Queen. Also, Statikk Shiv is getting some more adjustments.

Crown of the Shattered Queen

Changes are coming as Crown of the Shattered Queen will get more AP, a better shield, but worse damage mitigation. Riot explained why they are going with such changes as some mechanics like the extra AP when shield is up is barely used by most players.

So, the item is getting less safety while also getting significantly more AP. It will be interesting to see how the item fares with such big changes.

  • Ability Power: 70 >>> 85.
  • Unique Passive – Poise (Removed)
  • Unique Passive – Safeguard:
    • Shielding: 75% for 1 seconds when hit while Shield is active >>> 40% for 2.5 seconds when hit while Shield is active.

Statikk Shiv

Riot likes where Statikk Shiv is at, but the waveclear on the item is too strong. Riot said it as much as they acknowledge that Statikk Shiv’s identity is waveclearing but it does too much of it. They hope that nerfing the waveclear and buffing Stormrazor will ultimately make Marksman’s decide on item diversity.

  • Attack Damage: 45 >>> 50.
  • Unique Passive – Electroshock:
    • Minion Energize Damage: 250 – 350 (based on level) >>> 200.
